I have read that since December 2015 Bamboo Cloud supports remote agents. Considering I won't use elastic agents, does that mean the Amazon account is no longer a requirement?

Our documentation is out of date. Yes, you can use Bamboo cloud without an Amazon account if you run your remote agents elsewhere.
