Disable bamboo jobs on startup

Hi,

we host our own bamboo server instance and there are instances where we would like to start the instance in a passive mode (basically with all jobs disabled) 

Is this a current feature that I cannot see ?

I'm afraid this feature is only partially available at this time, insofar the respective -Datlassian.bamboo.build.disable=true system property currently only works for remote and repository triggered builds, but does not yet cover scheduled builds - please watch and vote for the following issues to increase Atlassian's priority for addressing this obvious gap:

The latter is a bug that basically confirms that the feature mentioned as supposedly covering the former improvement is not working as one would expect - this is also discussed in Is there a way to start bamboo that forces all agents to be disabled?, where you might find some inspiration for partial workarounds.
