Why I cannot recover JIRA Software which has been deactivated due to inactivity?

Hi dear, welcome to the Atlassian Community!
The billing admin on your site has the ability to reactivate a subscription.
Once the site is deactivated (taken offline), you’ll have two weeks to either pay the outstanding invoice or contact Atlassian to restore access. After that period, all data may be permanently deleted.
