Migration tool from DC to Atlassian Government Cloud

I'm looking for more information on migrating from Data Center to Atlassian Government Cloud.

The FAQ section on https://www.atlassian.com/government/cloud states:

"Migration tooling for Data Center to Atlassian Government Cloud migrations is available."
but provides no additional information.

The migration section of this page: https://support.atlassian.com/organization-administration/docs/feature-availability-for-atlassian-government-cloud/    has a link to basic JCMA.

During the AGC webinar, it was stated that migrating from commercial cloud
AGC will not be done using JCMA; the tool for that has not yet been released.

Does this mean that migrating from DC to AGC will be possible using JCMA?

thank you !

Hi @Allison Carlson

As of now, JCMA (Jira Cloud Migration Assistant) does not officially support migrations from Data Center to AGC or FedRAMP. While Atlassian’s FAQ mentions that migration tooling is available, it likely refers to internal processes or tools that aren’t publicly released or fully documented yet. During Atlassian’s AGC webinar, they noted that migrations from commercial cloud to AGC or FedRAMP aren’t supported via JCMA either.

In cases like this—where native options are limited or unavailable—organizations often use external migration tools that give them more control. OpsHub Migration Manager, (OMM) an Atlassian Partner is helpful not because they’re plug-and-play, but because they:

  • Execute phased or one-time migrations with no disruption and zero downtime
  •  Allow you to carefully map data (projects, users, attachments, comments) across systems with different configurations
  • Ensure completeness and consistency—important when migrating into a compliance-bound environment like AGC
  • Provide logs and traceability to support auditing or internal reviews

This approach is especially useful when you need to migrate without relying on in-app assistants and want to avoid loss of context, history, or relationships during the move.

You may refer to this Atlassian marketplace listing to see how OMM facilitates DC to Coud migration in action

Hope it helps!

Hi @Allison Carlson,

Atlassian Government Cloud has just been announced at Team '25 and at this stage you can request to join a waitlist to be allowed into the Early Access program (from the link you shared in your question):

Since this is early access at this point - and even with a waitlist for that - you'll have to sign up that way to get included the earliest as possible. You won't be able to migrate on your own through a different path (at this point).

I am quite sure that the EAP is being used to test and prepare the migration tooling prior to GA.

Hope this helps!
