I'm looking for more information on migrating from Data Center to Atlassian Government Cloud.
The FAQ section on https://www.atlassian.com/government/cloud states:
"Migration tooling for Data Center to Atlassian Government Cloud migrations is available."

As of now, JCMA (Jira Cloud Migration Assistant) does not officially support migrations from Data Center to AGC or FedRAMP. While Atlassian’s FAQ mentions that migration tooling is available, it likely refers to internal processes or tools that aren’t publicly released or fully documented yet. During Atlassian’s AGC webinar, they noted that migrations from commercial cloud to AGC or FedRAMP aren’t supported via JCMA either.

Atlassian Government Cloud has just been announced at Team '25 and at this stage you can request to join a waitlist to be allowed into the Early Access program (from the link you shared in your question):
Since this is early access at this point - and even with a waitlist for that - you'll have to sign up that way to get included the earliest as possible. You won't be able to migrate on your own through a different path (at this point).
I am quite sure that the EAP is being used to test and prepare the migration tooling prior to GA.
