We are working with Jira Tempo Planner and told our Project Managers to plan their Time on Projects.
We have the following issue: Some Project Managers can't plan their time on "Projects" but only on "issue", since they can't find the Projects in the selection:
In my view you can see that I am able to select the projects:
How do I manage the rights to be able to book on Projects?

From the screenshots you provided, we can see that the Sync plans with Jira issue feature is currently enabled on your instance.

When this feature is active, users can choose whether to create a plan (on project or issue level) or a plan that will be synced with the Jira issue (only on the issue level).
If you would prefer to plan time at the project level, please advise your users to uncheck the Sync plans with Jira issue option in the plan time form. Alternatively, you can disable this feature entirely if it is not needed.
