Gantt Charts for Structure - Sandbox mode

I am reading up on baselines and how to effectively use them in my structures and I stumbled across this in the documentation: Creating a Sandbox | Tempo Help Center However, to create one the documentation showed this image 

This shovel icon does not appear for me. Is this something that needs to be enabled on the admin level?
