Yes, you will need to remove their permission to create in the project - remove them from the role or group that is letting them create requests in that project.
The problem is that I can't remove his permission because he needs it for other projects, and there are other users within the role who also need it, I think it should be done through a behaviuor via script runner.

I'm afraid you have no choice - removing a permission is the only way to stop someone doing something.
Jira's default permissions are incredibly annoying - they let people into everything because they assume "anyone who can log in" can use a project. You will have to undo those defaults - in the project you want to protect at least, you need to remove that assumption and then replace it with something else that lets in only the people you want to be able to create issues in the project.
