You can't clone test cases but you can re-use them in other projects.  Here's how:

Project A has the test cases you want to re-use.

In Project B, you go to the destination test cycle, go to the Test Cases tab, click the Add button and change the target project, find your test cases and add.

If that doesn't do what you need then Rock's reply of export/import will of course work.

In Zephyr for Jira Cloud, there’s no direct way to clone test cases across projects. A common approach is to export the test cases from the source project (Excel or CSV) and then import them into the target project. You can also use filters to list the test cases you want, export those, and re-import. If you have Zephyr Squad or Scale, some automation plugins allow copying test cases between projects more directly.
