Adding test cases into test plan in Zephyr (Jira)

I am using Jira (Zephyr) ,  I have a test plan but I am unable to add test cases under that test plan. I want to add 20 out of 65 test cases in test plan A whilst rest in the test plan B.

Zephyr in their documentation explains that their structure is Test Cases are loaded into the Test Cycle and then the Test Cycles are associated to Test Plans https://support.smartbear.com/zephyr-dc/docs/en/test-plans.html 

Are you not able to create test cases? You should be able to add them, or through a bulk import, or create them manually and then assign them to the Test Cycle.

Please can you share some screens if there is an error, so that we can help troubleshoot?
