How to Manage Different Billing Rates in Jira

If you work with multiple clients, you know how tricky it can be to manage different billing rates. Each project may have its own agreement, budget, and hourly rates. To keep financial reporting accurate and transparent, you need flexibility — and that’s where Time & Cost Tracker for Jira Cloud comes in handy.

With this app, you can not only set Billing Rates while creating a Cost Report, but also edit them later directly in the report. This means you don’t have to worry if something changes mid-project — you’ll always have full control over your calculations.

How to add and adjust Billing Rates in Cost Reports

Step 1. Install the app
Get Time & Cost Tracker for Jira Cloud from the Atlassian Marketplace.

Step 2. Create a Cost Report

1. Open Cost Reports → Generate report.

2. Configure the core report settings:

  • Report name — give your report a clear, recognizable title, such as “Client A – January Billing”, so it’s easy to locate later.
  • Filter — select the JQL filter that defines the scope of issues and worklogs to be included. This can be a specific project, epic, or team.
  • Default hourly rate — set a fallback rate that will be applied if a user doesn’t have a specific rate for the selected period.
  • Report start/end date — choose the time range that determines which worklogs and expenses will be collected.
  • Planned Budget — if provided, the report will show a comparison between planned and actual costs.
  • Revenue tracking — turn this on if you want to include billing fields and calculate profitability.

Once the cost report has been generated, navigate to the Team tab. Here, you will see a list of all team members who reported time within the selected scope and period.

If Revenue Tracking is enabled, additional columns will appear in this tab:

  • Billing Hourly Rate – the rate applied for each team member.
  • Billing Hours – total hours logged that can be billed.
  • To Be Invoiced – the total amount pending invoicing based on reported hours.

Step 3. Edit Billing Rates inside the report
Once the report is generated, you’re not locked in. In the Team section, you can easily edit the billable hour column to cover specific cases that occurred during the reporting period.

Finalize → Send Invoice → Done

Once you’re satisfied with the numbers:

  • Export the report as CSV or Excel
  • Or simply lock it as Completed and use it as a billing reference

Use Case

An agency works with two clients. For Client A, a developer’s rate was initially set at $20/h. Later, the agreement changed to $25/h. Instead of recreating the entire report, the manager updates the Billing Rate column in the report, and the total cost recalculates automatically.
