How to include changes in project-edit.vm in the plug-in?

I implemented my own filtering for Projects field based on the Category for all create and edit forms.
I needed to add this change in project-edit.vm file, because my filter field needs to be above select Projects field. Is any way to override this file (jira\WEB-INF\classes\templates\jira\issue\field\project-edit.vm) by installing plug-in. I want to avoid manually changing any files while updating my the plug-in.

I am afraid you will have to edit that template. Maybe you can inject this functionality using some javascript instead of editing the templates but I haven't tried it myself.
