Give another user permission to start sprints?

I am trying to give another user permissions with out giving them full project administrator permissions to start sprints. How/Is this possible?

This is not possible. From https://confluence.atlassian.com/display/GH/Starting+a+Sprint:

You will need to have the JIRA 'Administer Projects' permission in the project(s) whose issues are to be included in the new sprint.
