Unable to create a Plan in Portfolio

I have successful configured the Initiatives hierarchy in Portfolio which is an optional step. 

But unable to even view a "create Plan' button using Jira Cloud.

Go back to the System Dashboard, click "Portfolio" on the sidebar and you should see the "Create Plan"

The issue was an access level.., Administrator wasn’t enough.
