The story level estimates are being over-written automatically, how to prevent this from happening

We are noticing that our skill level estimates for our stories are not staying. When we go back to the portfolio after a 'commit' or a page refresh, some tasks are averaging across all skills and we are seeing an ERROR saying that the story is missing resources with skills. 

This wouldn't happen if the Portfolio didn't overwrite with an average  across the skills.

Don't know why this is happening, but I'd prefer it to not average across and just save the values in the fields skill
