PORTFOLIO HELP

Sorry about the caps locks title, but this thing is driving me nuts.  None the how to video's help, so I was wondering if anyone in the world can help me.  Simply for what I  need is a fairly waterfallish type of Gantt chart that is tied to our current JIRA backlog.  I need to be able to associate certain people too certain stories so we can figure out when certain people will be available.  

First main question is: How to tie skills to stories?  It looks like it has already done so within Portfolio, but I want to be able to control the skills per story, is that a possibility?
