We are trying to implement a color scheme in JAR, but have individuals that are color-blind. Is there a way to add text to the color coding for those individuals?
Yes, there are definite accessibility issues with some of these products. The only suggestion I have is to watch / vote for the suggestions to improve this capability for Atlassian products. Here are a couple of open suggestions: https://jira.atlassian.com/browse/JRACLOUD-68283 and https://jira.atlassian.com/browse/JRACLOUD-5574 Some of the other ones have been closed as "won't fix".

Do you mean you are modifying the colors that come pre-defined in an on-prem Jira instance?
To do that, there are many places to change the settings, both core and in system plugins. If you do, you'll need to choose a scheme that works for color blind people. There are lots of tools out there to help choose good, contrasting colors
Adding text or a pattern is a harder approach though
