I notice that Goals only appear in Plans plugin when there is a Jira item associated with it. This prevents us from seeing the entire goal hierarchy/web. For instance, there are goals that have sub-goals that do not have Jira items directly associated with them; so the experience is fragmented.
Strategy > Objective > Key Result > Jira Work Items
Based on this stratification, only Key Results and associated Jira Work Items show in Plans. You have to go to the Goals application to see which Strategic Initiative and Objective they are related to, so there is no consolidated view that bring it all together. This makes it cumbersome to get a full view. There is no single view in Goals either that brings it all together. This would be a great feature if the integration were complete.
That is a fair point, @Hill, Fred J - and at the same time also more or less a feature request to some extent.
Plans are primarily focused on scheduling (cross team/project) work items across the hierarchy. And goal progress can be tracked (with progress/updates) in the Goals app even if there is no work associated with it.
The solution to your quest might be to define work items for all the goals you define. That would then automatically result in a consistent view in plans. However, that may not be a realistic scenario.
