I'm afraid there isn't a way to disable card dragging entirely, although I totally understand why you're looking for this option, given you have a large number of lists.
I'll let our team know you'd like to see the ability to disable that in the future—let me know if there's any additional feedback you'd like me to share.
In the meantime, I'd recommend using the horizontal scroll bar at the bottom of your board to scroll between your lists.
