i go through the right steps to make my trello board public but its not working. the change button appears but it does nothing. why won't it work.

@Aubri Morse Welcome to the Atlassian community

It could be a workspace limitation.  Are the admin of the workspace?  If you are you can follow the directions here to check the workspace permissions. If you are not you will have to connect with the Workspace owner and have them check the permissions.  https://trello.com/guide/permissions-controls#member-and-guest-permissions
