i need to deactivate a couple profiles so i can have only 10 members

From what I know, Trello has a feature to deactivate members, but it is only available for Trello Premium Workspaces.
On Trello Free Workspace, all members are automatically admins and there's no way to change that.
Here are your options to achieve the 10-member limit:
You can remove members from the Workspace completely. They will lose access to all boards and data within that Workspace. To do this, go to Workspace Settings -> Members, and click the "Remove" option next to the member's name.
Trello Standard or Premium Workspaces allow you to have more control over members and permissions. You can have members who are not admins, and you can convert existing members to non-admins. This doesn't directly deactivate them but gives you more flexibility.
If you want to start fresh with only 10 members, you can create a new Trello Workspace and invite only those 10 people. You can then transfer any necessary boards or data from the old Workspace to the new one.

thank you. on my current board- i only have ten members though so why won't it let me work on the board anymore? i changed the ability of all the old members and it only shows 10 members now

@ASPEN The limit applies to the entire Workspace, not just individual boards, so if you have 10 members on one board in the Workspace and then another board in the Workspace has additional members, or if there are other members of the Workspace itself, you would still be over the limit.
If you navigate to the Workspace members page following the instructions from @Dimitris Sylligardakis, that will show you the collaborator count for your Workspace. If that says 10 but the Workspace is still read only, please let us know here.
