Because those items are new paragraphs beginning with a number followed by a period, they're automatically converted to numbered lists, which always start with 1. You have two options to get the results you want:

1. The option I would recommend is to remove the extra spacing and make them all part of one list, like in this screenshot:

2. If you want it formatted exactly as you've entered it, you can write the numbers like this: "2\." (without the quotes). The \ between the number and the period will disappear but will prevent it from converting to a numbered list.

Does the problem persist whilst using a private browsing window, or a different browser? I wonder if it's being caused by an installed browser extension.
