We have new administrators that cannot see or change rules that where created by previous administrators.
The new and old administrators have access to all the same Trello boards.
Is there a setting that needs to be changed?

Automations are triggered from the specific user account (i.e. the user account that set them up). That user can share their automations with others, if they want, so that others can edit them. Details here: https://support.atlassian.com/trello/docs/working-with-command-libraries/
If the original user has already left your company then you can remove them from the board/workspace and set up new automations.
