Why don't you create different types of users (4, e.g.), each one with its own prerrogatives?
For exemple: Admin (all actions possible); Manager (same actions then Admin, unless delete a Board, or Move a card, e.g.): User (edit fields, e.g.); Visitor (read only)?
It'd be usefull to avoid dummies and other mistakes during executing a task.

It is possible to have different levels of user interraction, although I don't think it's quite a fine as you would like it to be.
Trello's help article on board permissions outlines what different people are able to do on a board, but I don't know if this is what you mean. I thought I'd share it anyway, just in case. Also, by sharing it, you can see exactly what levels of engagement Trello allow for different people.
