Hi, now it seems working, at least for some time.
I suspect the root cause was that two different certificates for CDN with the same id co-existed at the same time.
AVG web protection which intercepts SSL may have part in it, not sure. But after disabling it, clearing certificates cache, browser cache, avg registry, restart, etc. the problem still did persist for a long time with various errors ranging from "same id certificates" to "bad handshake".
Notable, Firefox was first to start working again (still rarely failing at page refresh) and Chrome didn't work at all for a few days more.
Now it works fine including another PC (where it had exactly the same errors, were AVG wasn't disabled and nothing was changed at all, even no clear cache).
The failed resource URL e.g. locale didn't change since then as well. So I'm not sure what was the root cause, if AVG was a troublemaker it was still giving errors. Trello is the only site I've experienced this problem, never had this on any cors sites including regularly updated by letsencrypt.
