Renato here, hope you don't mind me taking this question!
If you have one board with 30 members and want to avoid being billed by them, you can indeed remove them from the Workspace, which will automatically convert them into guests.
Now, if they are guests, they can still be billable if they're members on more than one board, which you can check through the members page of your Workspace. It's important to make sure they're only members on one single board, as that will make them a single-board guest, which is non-billable.
Lastly, being a guest on a Workspace doesn't affect how you can interact on the board you're a member of, a board member that's a workspace guest can still create cards normally, they just can't create new boards on that workspace.
