Atlassian Team members are employees working across the company in a wide variety of roles.
Jeff, I am assuming that all the boards are in the same workspace. If the boards are in different workspaces, then you might want to consolidate them all in one workspace. This article explains, how to do it. Once you have all the users and their boards in your main workspace, then you can check exactly how much you will get billed by going to the workspace settings page and selecting the appropriate plan (see screenshot below).
