Atlassian Team members are employees working across the company in a wide variety of roles.

The limit is for the entire Workspace, not just a single board, so it's possible to still reach that limit even though the board you're viewing only has 8 members. You can go to the Members tab for the Workspace to see and manage all of the collaborators in the Workspace.
