I can't reactivate a user as admin

Hi,
We are in the middle of switching to a premium account which we will be setting up tomorrow. In the meantime, almost all of our users have been deactivated and I can't reactivate any of them. I was trying to gain access for 10 of us while we wait for the premium version to be activated but only 3 of us can access our board at the moment. 
Could you help ?
