How to change the cover image on a card

I am looking to change the cover image on a card inside a board. I have removed the old image, but unable to upload a new one. It is not showing the image that I need through my file search. I have added the image in the card-but I do not see an option to then make an image in the card, the cover photo. Is there a way to do this?

You can click on the three dots next to an image attachment and select 'Make Cover'
