Deactivated suggests you have deactivated their account, not their access, you'll need to go to administrate users to check what the state of the account is.
Thanks for your reply. I'm not sure how or why this would have happened. I'm the admin on our Trello account and I don't see another way to reactivate her account.

Ok. I removed her but will I get charged again for re adding her? Don't want it to get charged for a new member when she was already on the boards previously.

No, nothing to worry about on the costs.
Licencing doesn't work that way, licences do not go to people, you just pay for X users, no matter who they are!
There's no charge for a "new" member, just a standing charge for each current user. You would not have been paying for her old account, as it was disabled and hence not current.

That's great to hear! Thanks for your help thus far. I went ahead and removed my colleague and resent her the invite to join back towards the end of Dec but she hasn't received it.
Is there something else that I can do so she can access to her Trello boards again?
