When I click "download" nothing happens.

This sounds like something not right with the Windows Store on your computer; once Trello delivers the app to Microsoft, they handle the distribution from the Store, and we're not involved with the Store itself. If the Store isn't letting you download the app, you'd want to reach out to Microsoft support for the best help!
