We have had the free version for many years now. My question is. If we only have 9 members that have edit rights. Do the guest or people that we give view only rights count again that user permission. We use it for ORG charts for our Director and Administrator. We are trying to justify the cost of $2000 per year for our Director. Please let me know. Thanks in advance.

On Trello Paid plans, you transform your workspace in either a standard, premium or enterprise. Trello users are charged accordingly to the number of boards they are using inside this workspace.
Let's take an example:
You hire Trello premium and you have 20 users
9 of them are in more than a single board, and the other 11 are only members of a single board, that means those 11 members won't cost anything, since they don't configure a Multi board guest user as you can see on the link below

The trello members of your workspace will generate charges if they are: Either on two boards or more or if they are members of the workspace you upgraded, since members can join any board inside the workspace.
