Email-to-board cover photo options

I have a form where submissions are emailed to our Trello board.

When someone uploads a single photo to the form, the photo becomes the card cover photo after the submission is sent to the board.

But when someone uploads multiple photos to the form, no photo becomes the card cover photo after the submission is sent to the board. It just looks like a card without a cover photo.

When I open the card, I can see links to all of the photo attachments, so the photos are coming through - but just none are being converted into the card cover photo.

How can I make sure the first photo someone uploads will become the cover photo?

Are you using something like Zapier to send data from the form to Trello?

Nope - just email-to-board. (The form notification goes straight to the email address for the board). It is working perfectly other than this.
