Change position of Add List button?

The Add List button - would be better on toolbar - is there any way to change the position of this button? or is there another way to create a new list?

This is for the Add another list button, if you are reffering to this, this cannot be changed as it was coded in that way. The only way is to change the code base, which well is not possible thing to do.
