Can the Trello "Standard" use group allow the view only option?

What is the lowest access level for a non-business account that allows for view only of a board? I think it is "standard" but I am not clear if "premium" is required. Thanks for suggestions.

If you need some people to view some cards only, I recommend you have a look at our Trello Card Share Power-up, allowing you to share unlimited number of cards with non-Trello members. The Power-up works on any Trello plan. Check it out and let me know if you have any questions.

Checking Trello's pricing, it looks like Premium is the "lowest" tier that allows a member to be an observer only on a board.
