Currently, I have a non-admin that is creating rules, and we would like to limit that. Also, my other shared admin cannot see any rules I've created.

As an admin you can go to the Global Automation area. There you can see all the automations, who create them, all the projects, when they were updated and if they are active or not. If the user is a project admin they will have access to create automations. If you would like to limit them you would have to remove that access level.
