Is it possible in the free version of Trello to move a card when it expires each month, and return it to the original list once it is completed?

Are you using due dates in your cards? If so, you can set up an automation rule that moves the card once it is due to a list:

• the moment a card is due, move the card to the top of list "List 1"

As for moving the card back to the original list once the due date is marked complete, while that isn't exactly possible, you could set up automation to move the card to a specific list.
