asking for possibilities in Trello

I have some quastions in Trello:

1) suppose I have a member linked to some tabs and some borads, can I filter all tasks assigneed to this member in all tabs/borads 

2) if in my workflow I hav the obligation to be "validated" by a superior before I move the card from a "quote" liste to an "order" list. do we have such possibility in trello ?
