This is a statement at the training - I wonder if this is still valid with the introduction of org-admins per the update at https://support.atlassian.com/user-management/docs/what-are-the-different-types-of-admin-roles/
Note that the name of the special group that contains all and only org admins is called “site-admins” (and not “org-admins”). The reason for this is historical; there used to be separate admins for each and every site underneath a Cloud organization. Hence the name “site admin”. But with the improved user management experience, the role of “site admins” was deprecated.
Now, there are only org admins and they administrate all the sites underneath an organization. So all org admins are in this special “site-admins” group. The group cannot be deleted and it cannot ever be set as a default product access group.
