When creating a new project, why are the options Classic Project and Next-Gen Project not displayed

Previously when I created a new Project I was provided with 2 options ( Classic Project or Next Gen Project).  Now these option do not exist and completely different layout is presented.

How do I get back to viewing the 2 project selections?
