Unable to switch to free plan

As a small nonprofit, the free plan fits our needs. When attempting to switch to it, it warns me that role-based access control will be turned off. This is ok as there is just one user configured.

When I click ok, it says Error, you currently aren't eligible for a free plan.

Any thoughts on why this is?
