No, Sourcetree does not require a license, but you need to register either via Bitbucket Server or your Atlassian Account.

If the installation is computer behind a firewall, will the registration work or does the machine require an internet connexion?

If you are registering using your Atlassian Account you need internet connection, if you have a Bitbucket Server and register against that you do not need internet connection.
