Problem to update / install the app on server Windows Server 2008

Hello my friends 

I'm facing a issue here while trying to update the sourcetree app to the latest version, during the update the setup just stop and frozen, when I try to reinstall  get the error on the picture below.

I already tried to remove the program folder, remove the registry entries, but the problem persist,, my SO is a WS2008 R2 x64.

The first question, is the SO 2008 R2 x64 compatbile with the sourcetree app?

The second question, anyone already faced a problem like this, and have some tips to me?

I've similiar issue.

I think there is a trouble with the last Windows update 2019-KB4533002.

If it is uninstalled Sourcetree works correctly, but when restarting the laptop, Windows automatically re-install the update and Sourcetree doesn't start.

Could you check this?

I checked this, but this specific KB was not installed in this server.
The last time that this server was updated was in 18/11/19. In image shows the version of the net framework installed 4.7.1.
