To be more precise, after waiting for about 5 minutes with a blank screen, I see:
Refreshing the page does literally nothing (as in.. doesn't refresh the page) and I am unable to open dev tools w/ F12 to see what's going on.
I'm perfectly able to access and login to id.atlassian.com via the actual IE client, but Sourcetree's installer window just does not work.
I was experiencing issues on a previous installation where sourcetree would authorize my bitbucket account but then say that it was an incorrect username/password when actually pushing (no matter how many times I'd reload the client or re-auth), so I completely uninstalled it to attempt a fresh install. A.k.a, I do not have previous login files to reference
