How to create a template automatic for a commit message in sourcetree or bitbucket?

I need to create a specific template for the confirmation message, it is important that it is required for users before making a commit. I tried using hooks but it wasn't possible to share it with my team in bulk and not require them to configure it in each repository Is it necessary to share the template quickly and almost automatically with my team to force them to use it, how could I do it for sourcetree?
