Sourcetree supports a custom URL protocol (in Mac at least) that allows creating links to clone a given repo in Sourcetree. My question is is it possible to create a link that will open Sourcetree to a given commit? Something like `sourcetree://openTo?commitId=12sha123`.

Thank you for interest, it's certainly one that's crossed our minds a time or two. That's not currently possible but we welcome feedback via votes, watchers, and comments on applicable tickets in our public tracker. These help us prioritize items for future updates.
