I wanted to provide inter tool navigation between atlassian tools with the same look and feel on all apps..is there a way?

Most probably on top navigation bar. Confluence does not have a top nav bar. Are there any other ways we can provide inter tool navigation

You could try writing custom themes for all the apps so that they all look and feel the same, but I think you will find it to be a lot of work - this is how we implemented the common header and look & feel for JIRA Studio.
