What do you do when there is no restrictions icon visible ?

Nothing, as you don't have an icon to do anything with.

I think you're asking why there is no restrictions icon for you - the answer is that you're either on a system page (i.e. not content, so a dashboard or an admin screen) so that restrictions are not applicable, or you are on a page where you do not have the permission to set restrictions.  Check your permissions with the space admins.

If there are no restrictions on a page, the restriction icon isn't shown in view mode.

If you want to add restrictions for such a page edit the page and add restriction in editing mode (there the icon shows up).
