Create a list of items from a long list of notes

I have a long list of notes covering several weeks of meetings, in which a handful of processes have been identified. Ideally, I would like to tag each of these process items (usually bulleted blocks of text), and have them feed into a single, specified "Process" page. 

A typical, single Process looks like this:

Description of the process

1. Step 1
2. Step 2
3. Step 3

and ideally, the resulting page would simply include all of these processes in a running list.

I've explored using excerpts, but run into the limitation of "one per page", and don't have the multi-excerpt plugin. I've also taken a look at some 3rd party multi-excerpt tools, but unclear if this is the best route to go-- also, we use Cloud. I'm curious how you folks would solve this. Thank you!
