We have an outsourced support team which works from 8am to 5pm CST.
I want to set up OpsGenie to send a slack message to a specific Slack channel when any ticket is opened in the corresponding JSM Project from 5pm CST to 8am CST and weekends/holidays.
That is all. No other on-call schedules or alerts or conditions or members of the Team.
Is this possible? I am trying to figure this out but it seems I am unable to do so.
Any help would be greatly appreciated.

Your requirement with JSM/Opsgenie/Slack can be achieved with the instructions discussed below.
These steps will allow you to route Incoming requests with specific content to a specific team with Slack integration. Since you will not be adding any rules or schedules to this team you will not be getting any notifications except the Slack messages configured with integration settings.
